I've dug into this at a patron's request, and the only things I could find were scholarships from individual colleges and universities, much like other scholarships, rather than a state or nationwide scholarship or grant. There seems to be an urban legend that this is federal or nation wide, but I have not found this to be true, unless I missed something.
