"Recognized" grant writer??

I colleague of mine at a local historical society mentioned the other day that her government grant proposal was being held up in the review process because, even though she is employed by said society, she is not a "recognized grant writer" for that society. I have not heard that government grant administrators can / do require proposals come from known grant writers. Have you heard this? And for that matter, can / do private foundation have the same stipulation(s)??
