RFP help

I had a gentleman call up last night, wanting to know if there was any interest with the local grantmakers on writing "better" RFPs. I had to ask him about 3 times just to make sure he wasn't talking about proposal writing. He is some sort of "writer" who thought he would start up a company specifically to advise (and presumably charge) grantmakers with writing RFPs. Since we have so few grantmakers here in Las Vegas, I gave him the names of a few and suggested he call them directly. He wants to know if any other area of the country has a demand for this type of service. Has anyone else ever had this type of request for RFP help?
