Foundation information

What determines whether a foundation's information (990, etc) must be public? There is a foundation in our community, assets of over $186 million which does not have a profile in any resources available and whose 990 is not accessible online. We have searched by name & by EIN. They do have a web presence, so getting an application, etc is not a problem.
