Hi Martha. I have to confess that this is a new one on me. In all my many years responding to queries from grantseekers, noone has asked this question before. I'm not sure what you're talking about would be something a watchdog agency or the state attorney general would really deal with, since it sounds as if it's not the most professional behavior but not illegal or against the tax laws. It's possible the nonprofit in question could "report" the grantmaker to their regional association of foundations, if there is one. But it's likely a funder that didn't keep its promises probably wouldn't belong to a regional association or care what colleagues thought of its behavior. Sorry I couldn't be more helpful. Maybe someone else has had a similar reference query in the past.
