Watchdog Orgs for Foundations

If someone thinks they have been "done wrong" by a foundation (ex: funding stopped or was't the amount promised) is there a "central" organization that the grantseeker can turn to? I know of the organizations that rate charities etc. but where does one turn to get resolution to a specific problem (which almost seems legal to me) - perhaps the local Attorney General?
Any guidance would be greatly appreciated.
