I suspect CESTA (the Salvadoran Centre for Appropriate Technology) would be interested in your proposal. They began as an NGO focused solely on designing appropriate technologies with and for rural Salvadorans such as solar bake ovens, composting toilets, water filtration systems, etc. They have now branched out to encompass a far broader range of socio-environmentalist projects, but they still maintain their original focus on many of their projects. It sounds right up their alley, and I believe you should be able to contact them through the Pearson website (there should still be a link through the Env. Systems page). If not, I can do some investigating to find their main, English-speaking email address (I worked with them in Jan-June of 2000).
