CD-ROM not recognizing presence of CD

I have a Toshiba laptop and am running Windows XP Home. My CD/DVD was working fine and then just suddenly had a problem. The computer sees it is there, and will eject fine. However, it keeps asking me to 'insert a disk' when there is already a disk there. This happens with either CD's or DVD's.
Occassionally, first thing in the morning, it will work fine. But when I try to change CD's, the same problem recurs. I have already tried uninstalling it and rebooting so that Windows will install it and that makes no difference.
Device Manager indicates it is working properly. This happens whether there is information or not on the CD.
Can the lens 'quit'?
Living internationally so service is not easy. Any ideas?
