I can't answer your question 100% for sure because I was only 2 at the time, but if I had to guess I would say that he was buried in Keith Cemetery in Quicksand,Ky. I can find out the info. for sure later. I'm sure that my my grandmother would remember. My grandfather is Harold Dean Howard who is the son of Shelby Howard. I know that Shelby is buried in the Keith Cemetery and I've been there several times especially growing up, but I can't remember for sure if he's buried there, but like I said I can find out for sure and let you know if you'd like.
