There are a lot of banjo luthiers with heat presses that are pretty effective in repairing warped necks of that vintage and I don't think the cost is high at all.
Josh, you are absolutely right about the gut strings. I think you'd have to look at the neck without strings to assess the damage. Nyglut might be the answer.
