Has the Vet checked her for Seborrhae? There are two types Moist and Dry. I had a young dog that had the moist type and he out grew it. After a round of antibiotics and baths every few weeks he finally out grew it and I haven't had a issue since he was 10-12 months old. The dry type they loose hair and have scaly skin but I think the baths do the job once the secondary problems are cleared up with the antibiotics. With the odor and hair lose I would get a second opinion. A allergic won't have a odor. I had to use three different shampoos one to loose the oily secretion and scales, another medicated shampoo and a sulpha based shampoo.
