Has anyone ever experienced with shock colars??

I have a fenced yard but my dogs get out all the time now and leave!! This morning they were a couple miles down the road, thank god my one is chipped so got the call, I looked for those darn dogs for 1 1/2 this morning!!! It stressing me out! All I did was take a shower got dressed went back out to find them GONE!!! I'm going to have to tie them up and hate doing that. Not sure if the shock colar is the awnser
