2000 Chrysler LHS

The transmission keeps getting stuck in 2nd gear. If I put the car in park and turn off the ignition, jiggle the ignition and then turn it on, then it will shift though the gears until I stop a couple of times. Then it gets stuck in 2nd again. What can be causing this?
