In case anyone else runs into this problem, I found the problem.
There was a bad feed wire in the wiring harness that feeds the fuse panel.
The fuses for the blower, power windows, and backup lights were all fed power by this feed and as such all quit at the same time. Even though the fuses appeared good there was reduced current in the feed.
I spliced a new feed into fuse panel for these three fuses and problem was eliminated.
