Best chanced of finding a copy of this document is to write the Naval Historical CEnter, 805 Kidder-Breese St, SE Washington, DC, 20374-5060. I imagine a copy of the Gunner's Mate advancement in rank training manual (3"/50 naval rifle) would help also. Since the weapon was not phased out in the FLeet until the 1960's, archival training documents ought to be available from the historicla folk.
