Your best bet to find information on the records of a merchant seaman is to contact the U.S. Coast Guard's National Maritime Center at this address: |

The Coast Guard was and is responsible for issuing merchant mariner documentation ("seaman's papers") and officers' licenses, so they are the best source for the information you are seeking.
Assuming you are successful in obtaining information on your father's service, including the names of the ships on which he sailed, you may want to do further research on those specific ships.
