There would be no information about your brother's naval service available on this website since this website focuses exclusively on the U.S. Navy Armed Guard. That organization was disbanded in 1946.
However, you may be able to obtain a copy of your brother's complete military service record from another (and in fact better) source. His service record would provide details on his time in the Navy, including the ships or bases to which he was assigned, but likely would not include a photograph. You will have to contact the National Personnel Records Center, a U.S. National Archives and Records Administration (NARA) facility in St. Louis, MO. Provide as much identifying information as you have. There may be a charge for research time, photocopying and mailing, but the Records Center staff will provide an estimate on the cost before beginning work.
