Yes, the drawing at http://armed-guard.com/fata.html is very likely that of your father's DELAWARE. It seems to match the photograph I found today, as TEXACO DELAWARE.
You're right, the text is very difficult to make out. This is what I think it says:
"The SS DELAWARE is a coastal tanker of the California class. She usually operates between Port Arthur, Texas, and Bayonne, New Jersey, making the 1,720 (?) mile trip in four and one-half days.
"She can carry as much as 20 varieties of petroleum products in her cargo tanks, and has a capacity of 107,147 (?) barrels."

Slightly more detail is available at http://shipbuildinghistory.com/history/shipyards/1major/inactive/sun.htm; scroll to hull number 325. This listing gives her deadweight tonnage as 13,900, comparable to the 14,140 above. (And don't ask me to explain gross tonnage, deadweight tonnage, registered tonnage, displacement and a variety of other weight and capacity measurements.)
