My great grandfather was killed in the Civil War in the Battle before Richmond. There was no record of his burial. He was probably buried in a mass grave some where in Virginia. I requested a "Memorial" marker from the VA. At no cost to me, I received a marble marker about 18"w x 4" thick x 48"h and erected it myself along the side of his fathers grave. We had a very moving service with a group of Civil War re-enactors to present the Confederate Flag and fire a musket rifle salute. This was done during a family reunion and there was well over 100 in attendance. It can be done at no cost to you if you can get some volunteer help to erect the marker.
