I'm no expert on this but I understand the U.S. Veterans Administration will furnish and inscribe, without cost, a headstone or grave marker for any eligible veteran, including a veteran whose remains were not recovered. See http://www.cem.va.gov/pdf/hm.pdf for example, which includes an e-mail address and telephone number.

Or are you speaking of expenses beyond that of a headstone?
