The bill to which you refer was also known as H.R. 23 and was considered by the 110th Congress in 2007. As you state, it passed the House of Representatives but was never voted on by the Senate and, as a result, never went to the President and never became law.
The 2007 bill, when first introduced in the House, contained a provision to provide payments to surviving spouses of World War II merchant marine veterans. Action by the assigned House committee removed that provision. The version that passed the House and went to the Senate, therefore, did not include the provision for surviving spouses.
