I was just going through the old picture album and I found Dad's DD 886-1 (Department of Defense Emergency Instruction Card)
It is signed by my Dad (GMG1) and his CO R.A. Allan (CDR)
Upon an Alert Signal eveacuate city (NYC)per Civil Defense instructions. If evacuation happens ON Duty the CD or DOD will inform you of your family. If Off Duty, leave family at a CD Reception Area (Most women did not drive)and report for duty.
My Dad was to report to USN&MCRTC Fort Schuyler NY. If he could not reach this destination then he was to report to NAS Floyd Bennet NY. If both are unreachable then report to the nearest Post Office and fill out a "Federal Employee Registration Card".
You are to "Keep This Card With You At All Times". I believe this card was to be used as your ID/Authorization for travel during an emergency.
