Since no one else has weighed in on this, I'll take a shot at it. Memory (which may be flawed) tells me that "SV" stood for selective volunteer, which meant that the man in question had been ordered to appear before his draft board and, offered a choice, opted for the Navy. "Convenience of the government" was (maybe still is) a category that covers a lot of ground. In some cases, it applied to people who were discharged for reasons of uncommon hardship, possibly because they were the only means of support for an ailing mother.
