944 headlights

here's the deal: my 1984 944 doesn't want to do the following:
1) Raise its headlights...
2) Turn on its low beams.
It will however:
1) Raise the headlights if you fiddle with the headlight switch for long enough.
2) Flash its high beam with the turn signal flasher...
Fuses are OK, Relays are OK...the retracting motor is OK.
Any guesses?
