starting problem

I bought a new fuel filter and fuel pump for my 87 944 NA. I have fuel going to my fuel rail now after I installed the above items. I have spark to the plugs but I still can not get the engine to turn over. Would the fuel pressure regulator or the fuel pressure dampner faliure cause the engine not to start????
