STARTER JUST CLICKS

I have a 1985, late model, porsche 944 which has been sitting for a few years. A new battery was installed and when turn the key the car just makes a clicking sound. I brought the starter to a shop, had a new solenoid installed. The starter works fine when I put jumpers to it, but when installed just a clicking sound. What can I do to fix this problem and make the car turn over (and no the car is no siezed, )?
