Establishing a school in East Timor

I have a friend, originally from Timor, now living in Indonesia, who wants to return to his homeland to establish a special intensive English/other foreign language school. He is looking for a partner, perhaps a Westerner, and sources of funding. He has 12 years experience in the Natural Approach to language learning, and speaks Tetun, Bahasa and English fluently.
