Don't take it on the hand at once. Going on the hand will be a part of it later, don't push it, especially going on the hand. This must come naturally on his way coming to food. And once this is done, well your one :) There is alot you can do sosializing it. But don't push it and do not frighten him. Google around on the net, but be aware of good sites/info and bad. Maybe some threads I've left here over the time might help you as well. A breeder bird is sosialized with other birds and not humans. As long as the bird have been treated well along the way and not been frightened by humans the it should be more easier sosializing it with humans, but of course it's possible in all way, but takes time either background options. I talk about years, but need more details in how it responds to you near the cage and to your hands. It probably misses the partner(s) as well. If you newly got it, leave it in the cage for approx two weeks, talking with it and offering snack through the bars. Find severeal good snacks it really wants. Maybe set up a table around the cage and eat your food there as well. Share with it, BUT stay healthy. Sharing food is one good way building trust with birds as they do this with partners in nature. Some meat is ok, but not often, potatoes as well, avoid milk products as it will cause diarrehae and is unhealthy, cottage cheese is ok, but not all the time. Salt is deadly, avvacoado is deadly, chockolade is deadly etc. Look up on the net on info on food.
This food thing I suggest is one way, based on the info, but need more. And is not a acceptable method in all cases at all.
