"shock collar" Thank God that was a joke! You have taken on a responsibility that might not be the result you really wish, not at least for some good years! You should not respond in anyway of unwanted behaviour. NO angry face, no screaming, not a twitch. The unwanted behaviour must be boring for the bird! Therefor IGNORE! If he is afraid of hand above head and not cuddly, he might never be, based on age an earlier experience. BUT again hard to tell and very dependent on your work on him. If you push him on this he will learn this is a negative experience, maybe forget trying pet for a good while until the trust is reinforced and cuddling might and really must come naturally. Be very persistant of total ignoring negative and praise the positive. When good behaviour is displayed, in a split second say goood and for example give a treat. This is the the very shallow training/behavioural modification in parrots. With the elements of ignore bad and praise good. Some kind of punishment NEVER gives result in parrots, it either sets back trust or makes the bird eager to display this behaviour again, to see owner angry, yealling etc. This is actually fun for them.
