Fear of objects.

I have a blue fronted amazon that came to me from an abusive situation-he is afraid of everything--Towels(used as restraints), brooms(the cage was hit with them), spray bottles(used as punishment). After 2 years he has not calmed down when these items(and others) are anywhere in sight. Any suggestions?
