First and foremost 22 psi is too high for tattoos or face painting. 12-15psi for facepainting and 8-12 for tattoos is sufficient, anything higher can be uncomfortable for your customers and can cause lots of overspray.
If the make-up is spattering it could be several things. Your needle may not be set all the way forward. You may have dried paint in the tip or it could also mean that your paint is too thick...and if you are spraying at 22 and it's still spattering, you'll have to dilute it quite a bit. Talk to the manufacturer of the make-up to see what is the best thing to use to dilute it. Hopefully that will solve your problem and let you get back to spraying!
