I have worked several malls both as promotionals for the malls and as a vendor. They are required to make sure that all laws are complied with on their premises.
If you are offering other products or services, at your kiosk, the confusion may be about one of those and not fp. Ask for details about their concern or issue.
If it is just fp then it should be considered "entertainment" but how you present it may be important. We (fp purveyors) always emphasize that we use "cosmetic" products and not "paint". This may cause them to question whether a cosmetology license is required. Emphasize that you are an "airbrush artist" providing "entertainment" and that as a vendor at fairs, carnivals, etc. a cosmetology licenses has never been required.
