I made my stencil flashes using Photoshop and Publisher. I scanned each stencil in, recolored them with Photoshop, saved each stencil and then used Publisher to place as many stencils on each page as I wanted. This is a lot of work but my day job is slow in the summer so I could do it.
I know many AB artists get some watercolor paper or something thicker than regular paper and actually airbrush the design on the paper. That way you can get several designs on a page.
After you have all you want on a page I would recommend getting the sheet laminated.
