You probably won't have problems getting into bars that serve food until around 9, but after that it is a lot harder. I would definately agree that ACE don't approve of underage drinking, it is the law after all.
I too would guess that most under 21s go at summer, just because school age people have far less available time through the year.
There are definately other things to do on the off days, BBQs on the park (weather and fire warning permitting), movies, bowling (I think) and of course travelling to the amazing places nearby.
Hope you enjoy your time, when are you thinking of going?
