Hey.
You will probably have problems getting into bars, but even if you would succeed, you would risk your contract with ACE, I'm almost sure they don't tolerate underage drinking, even if it's not in the houses. They can get in trouble if ACERs do those kind of things.
But I wouldn't worry about it, there are so many others things you can do. Probably half of the people after a project will go on trips or arrange other activities.
I'm guessing maybe half of the volunteers are underage in ACE, probably more during the summer(because of the summer breaks from school)and maybe less during the winter.
I might even be to your advantage that you can't drink, look at it this way: while some people are spending the day after projects feeling sick at home, you are maybe on the way to Zion NP, or Bryce for a couple of days of awesome hiking and camping.
