Hi Julia,
As a citizen of Germany you may enter the USA for up to 90 days on the Visa Waiver program. That means that you do not need a visa, but you do need a letter from ACE inviting you. You will need to show that letter when you enter the country so that they can stamp your passport with the Visa Waiver (waiving the need for a B1 visa). If you want to stay longer than 90 days in the USA you will need to go to the embassy to apply for a B1 visa.
