To a Buddhist, I suppose yes; it might be understood as karma.
Karma (as I understand it--and admittedly, as a non-adherent my understanding may be faulty) is too complicated. Too mechanical.
Who is pulling these strings above our heads and causing the puppets to dance, my friend? Who is creating these complicated operating rules?
But again, I'm not an adherent, so all my thoughts on this subject are immediately suspect.
