It is appropriate at puppy age as long as they get a potty break(s). A 16 month old should be able to hold it for 6 hours + but it would be more humane if you could go home during lunch to let her stretch her legs and go potty. Or hire a neighbor to let her out. If she hasn't been crate trained, please do an internet search on crate training so you will get her appropriately trained to the crate. Otherwise it will be traumatic for her.
