All systems are tested on land before being installed. If it doesn’t work it does not get installed. Design is being done and supervised by Gibbs and Cox. They are making changes to original design proposals put forward by Fincantieri to meet more USN requirements. So if it doesn’t float and sail consistently it will be Gibbs and Cox first boo-boo. One of the reasons in delay in building.
As for combat systems everything is off the shelf which has the revolutionary technology boys bellyaching. You can only use what the ship was designed to use or expand upon.
Fincantieri is also in the process of expanding and modernizing its yard (tax payer dollars paid for) so it can build the Constellation so that to is adding to delay.
Personally I would have black listed Fincantieri after the combining gear failure on the Freedom Class LCS basically telling Uncle Sam “ you approved the design and brought it, your problem, not ours” Too small an outfit with no infrastructure or experienced stable workforce.
We will see what Fincantieri is capable of doing with a seasoned designer for the first few ships. Lack of cost control or failure to meet design and probably the rest of the class will more likely go to bid including to foreign yards which is today is but a rumor.
