Understood. The Navy probably went through the exercise to 1) gather data on the new program, and 2) use the figures collected to show exactly how much these refurbishments will cost (to counter those who would claim it could be cheaper to use this method.) They've different notions on using taxpayer funds in the government from "taxpayers expectations." You indicated the refurbishment was a couple years back. She might actually be due for some further upkeep. This is why it all ends up in Congress' lap. They are a debating body, and it is their job to sort this out and see if is really for the best. My limited view of their track record shows them compromising well enough. They do consent to let the most obvious cases go, but borderline or outright "cuckoo" they prevent. Representative elected government in action...
