If you're looking for a contact at NARA who can tell you why they haven't been digitized or to try and goose them up the list a bit, my best suggestion would be to contact textual records to see if they have any suggestions.

A lot of the WWII war diaries were scanned in by Fold 3 in a partnership with NARA and maybe they would be interested in adding more - I do see that they have USMC muster rolls from 1798 to 1958 available so USN WWI isn't that far of a stretch.....
I can find some from WWII, particularly my wife's grandfather aboard Indiana for the entirety of the war. My great-uncle served in Korea on either a cruiser or bb. Have absolutely no idea what ship as these microfilm rolls haven't been digitized yet (I have access to just about every online database known to man through work). Does anyone have a good contact in NARA? I know years ago Tracy White did a bit of research there.
Muster rolls are almost entirely on microfilm and it takes hours to scroll through even a few.
I received a rather lengthy email at work (I work at a museum) from a person attempting to research her grandfather that was both in the Navy and in the Emergency Fleet during / after WWI. He served aboard the tug YT-5 Samoset in the Philadelphia Navy Yard

She has questions about his enlistment as photos show him in different uniforms (enlisted vs emergency) during that era. I've seen muster rolls for WWII, but I've never encountered WWI muster rolls and definitely not for a harbor tug (Navy or not). I'm hoping someone more well versed in this subject might have suggestions.
