E.g. an extreme example, the Russian frigate Admiral Gorshkov: the design was approved in 2003 (i.e. the design process starter much earlier, likely in the early 1990s!), the ship was ordered in 2005, the building started in 2006 and the first ship was commissioned in 2018!
In case of the new Australian second tier frigate, there is no design selected yet. But in any case, a developed design will be chosen - except the Australian navy wants a lot of changes, the building process can start soon. It will harder to start the building process in Australia, because of the very discontinuous way of warship building in Australia. There is a lot of gaps between the different classes, so that is difficult to keep an experienced workforce and shipyards. Now again, a lot of ships will be built in parallel. That works better e.g. in Japan: a lot of small classes of ships, so that there is continuous development and building of warships.
