One solution would be to model the canvas covers which protected the ammo from weather. They attached to the ring of pipe which circles the top of the outside of the shields, flipped over the top and hung down far enough to cover the ammo. Tissue soaked in white glue or rolled out sheets of epoxy putty might work. Leaving one segment uncovered to use the 12 kit clips would give viewers the idea of how thy worked.
Also, I'm fairly certain that the racks would be empty in port and at sea in secure areas, so it is not unrealistic to leave them empty.
