They probably are doing it for practice or training. Periodically, every ship needs to conduct training for their crews to refresh combat qualifications or to train new crewmwmbers. Most combat quals have a life cycle of 6 months to a year so requalifying never stops!

A related question to my previous one on helipad markings.
What in the @$#@ would the IOWA class use HIFR?
I have seen many pictures of small helicopters (e.g. Sea Sprites) doing HIFR from the Iowas when there was a perfectly good helipad to land on.
It would much safer to land on the deck, keep the engines running, and fuel up. Our State Police helicopters do that all the time at local airports.
I though the purpose of HIFR was to refuel helicopters that could not land safely.
