A related question to my previous one on helipad markings.

What in the @$#@ would the IOWA class use HIFR?

I have seen many pictures of small helicopters (e.g. Sea Sprites) doing HIFR from the Iowas when there was a perfectly good helipad to land on.

It would much safer to land on the deck, keep the engines running, and fuel up. Our State Police helicopters do that all the time at local airports.

I though the purpose of HIFR was to refuel helicopters that could not land safely.
