In automotive refinishing circles that problem is called "blushing". It's not as common as it once was, as most body shops have heated downdraft booths and de-humidifiers. The solution, other than waiting for a less humid day, is to use a slower evaporating solvent, or add retarder to the solvent being used.
Yes. I waited until it stopped raining and the weather warmed up, and the problem went away.
