what is left is the debris AFTER LEGAL SALVAGE WAS DONE ON THOSE SHIPS, there are other ships still there that can be salvaged, whole of partially. i am not sure about the ownership of all the remaining wrecks as some were sold for recovery!
there are several books on the 1930s salvage "THE MAN WHO BOUGHT A FLEET"? "COXS NAVY" and there are 1/1250 models available of the salvage gear and some of the floating upturned wrecks!
and none were plundered, contracts were awarded for raising a scuttled fleet.
was scuttled with no loss of life in the ships scuttled, however, nine German sailors were shot dead and 16 others wounded by British forces while rowing their lifeboats ashore.
Technically, none of the High Seas Fleet wrecks are war graves.
