This is an interesting discussion. As far as I remember the Royal Navy thought the decisive range for battle was about 12000-16000 yards.
I doubt, even with radar, hits would be achieved at ranges greater than that achieved by Warspite at 26400 yards, and the probability for hitting at 30000+ yards would be vanishingly small.
The game is the game. The farther away from a target you are the less chance you have of hitting it. You only have so many shells, you don't want to waste them.....just saying
But that game apparently does not consider the differences in the directors and range finding radars, in which aspect Baltimore was way superior (Baltimore had an even bigger advantage regarding search radars). Perhaps you have started with an unrealistic short distance. Baltimore's guns had a range of more than 30000 yards, Scheer's nearly 40000 yards.
