It has to do with the funding.
The class was supposed to be 32 ships. Congress had, until recently, funded 29 ships--LCS 1 to 30, excluding LCS 29. (Meaning Lockheed had been shorted a ship.) The most recent funding now authorizes ships 29, 32, and 34. (Lockheed is again being shorted. Congress is showing a distinct preference for the Austal ships.) Congress has not (yet) funded, and the Navy has not (yet) ordered LCS 31 nor 33. However, the most recent Congressional budget authorizes 35 LCS, and while this year funded ships 29, 32 and 34, Congress has indicated it will likely fund more LCS next year. So, look for those missing numbers then. Congress seems to have settled (in a committee which recently--last month--reconciled House and Senate military budgets) on a total of 35 LCS...3 more than the 32 the Navy even wants!

I have read articles speculating that it will be either. The Navy has not officially specified.
If it should "all melt down" and end at this exact moment, only Austal ships remain funded, authorized, and unnamed. So, it follows at this moment that LCS 32 is Cleveland. That is subject to change when/if more ships are funded and authorized. Basically, "Cleveland" will be "one of them" in the future. That's about all that's been decided.
I wonder if Cleveland will be 31 or 33? Both those hull numbers seem to be missing from the list, and using the odd ever (drives me crazy) method of designation between the Freedom and Independence Classes 31 and 33 should be Freedom Class.
Regardless, I am happy that a Cleveland will again join the fleet
I checked the internet and they say LCS 29 is the USS Bellito (the last unnamed Freedom), but it also has the Cleveland?
Cleveland is being built in Wisconsin, which would mean she is a Freedom Class LCS. The hull number will probably be LCS29. Plans are for Cleveland to be commissioned in her namesake city.

the under sec nav announced a NEW USS Cleveland (hooray)..... It's an LCS (boo-hiss). Don't know which variant..... like it matters. I apologize to anyone who thought there was a new kit of a light cruiser coming......
