Had you read the passage you yourself posted...
...the Japanese fired on the ship as it was sinking and the report states this may have been 'triumphant joy' firing while the ship was still afloat--it's right there in your own excerpt and--as Agar wrote--as Dorsetshire was still firing at aircraft about: neither deliberate nor--in Raven's strained description--a 'repeated machine-gunning' of survivors in the water.
Obviously, a sober reading of the record puts paid to Raven's ill-informed comments; I don't apologize to Raven, I correct him. And you really ought to read the record without preconceptions as to what you may wish it to say, rather than what it does reveal.
